Cause:
    Engine running, ECT and IAT inputs below 20°F at startup and engine runtime over 20 minutes, the PCM detected the ECT input was less than 95°F, or with the ECT and IAT inputs from 20-50°F at startup and engine runtime over 5 minutes, the ECT input was less than 95°F, or with the ECT and IAT inputs over 50°F at startup and engine runtime over 2 minutes, the ECT input below 95°F.
